Chris Fall, director of the Center for AI Standards and Innovation (CAISI), has resigned, the agency confirmed to multiple news outlets in July 2026. His departure marks the third leadership change at the federal AI standards body in a matter of months.
Fall was appointed just three months ago following the brief tenure of his predecessor, Collin Burns, who left the role in less than a week. Burns was reportedly pushed out in April after the Trump administration took issue with his prior employment at Anthropic, a company the administration had been in conflict with. No reason was given for Fall’s departure.
Before leading CAISI, Fall served as director of the Department of Energy’s Office of Science during the first Trump administration and had been acting director of the DOE’s Advanced Research Projects Agency-Energy. Prior to CAISI, the agency was led by venture capitalist David Sacks, who held the title of White House AI and crypto czar before stepping down in March.
CAISI operates under the National Institute of Standards and Technology and serves as the primary federal organization for developing technical standards and testing methods for AI models, as well as assessing cybersecurity risks. The agency’s standing has drawn scrutiny recently after it was notably absent from the list of organizations named in the White House’s newly signed “Gold Eagle” executive order, which establishes a cybersecurity vulnerability clearinghouse involving the Commerce Department and Department of Homeland Security.
The resignation also follows weekend debate over Chinese AI lab Moonshot’s open model Kimi, which performed competitively against leading frontier models. Reports indicated the administration was weighing efforts to ban Chinese open models, a move that drew criticism including from former czar Sacks. Meanwhile, Google DeepMind CEO Demis Hassabis has called for an independent, industry-run AI standards body — the kind of role CAISI was created to fill.
The repeated leadership turnover at CAISI suggests ongoing instability at the agency at a time when federal AI oversight is under heightened scrutiny.
